OK .... WHAT'S THE PLAN OF ACTION?

OUR NEWEST ADVENTURE - MOTORCYCLE TOURS

One our most exciting projects for the new millinium is to be escorted motorcycle tours through out the northeast from Bahia to Ceara, the type of tour which has become very popular in the USA, Canada, and Europe.
Economic problems in the country have discouraged local dealers from being able to finance motorcycles to put into a rental program, so all of a sudden this interesting opportunity is available for a foreign investor.
Origionally we were seeking a 'dealer or distributor', preferably a Harley dealer, or possibly 'interested friends' to help us put together this package financially, and to orient us with their experience stateside some of the 'pitfalls'. We have since been offered a Triumph dealership for Rio Grande do Norte.
We have the ideal area, good roads, interesting trips planned, and a friendly government to work with.  The northeast of Brazil is the most ideal riding area I've ever encountered in my life.  I've been riding motors for 45 years .. since I was 17 years old in east Texas.  I'm now 62 and have traveled and worked in 54 countries in the offshore oil business.  Following the Brazilian rodeo circuit (vaquejada), which is another hobby of mine, I rode a Honda 350 all over the states of Rio Grande do Norte, Ceará, Pernabuco and Paraíba.  I also make a trip by jeep from the state of Amapa, the northern most state, all the way down to Rio Grande do Sul, the most southern state.  I was envolved in a special research project concerning Brazilian fishermen, fishing projects, and loans being considered by the Inter-American Development Bank. I personally visited each and every village along out proposed routes.
I've already described Natal and Rio Grande do Norte, our home.

THE IDEAL MACHINE - The HD Fatboy was my idea. We were also discussing HD Sportsters.

At present, there is only one Harley in Rio Grande do Norte, and that belongs to my brother-in-law, Dr. Aroldo Martins.

 

Note: It has been suggested by a possible sponsor that maybe I am a bit romantic about Harleys from my own youth.  I have to agree that is true.  His suggestion was that we consider Triumph Tigers as our basic bike for the northeast. I'm going to keep the Harley picture for the time being. (romantic)  ..........  Thank you, Skip!

Since this idea or solution was proposed, we were offered a dealership for Triumph for Natal, Rio Grande do Norte.

To the average Brazilian, a 400 cc machine is a 'big bike'.  We will not be getting many Brazilian clients for these tours.  We will be getting Americans, Canadians, and Europeans.  There are a lot of Brazilian 'riders' on the smaller machines, Yamaha and Honda mainly, but they can't afford to import a Harley, especially considering that there is an 'importation customs duty of 150% of the value of the machine'.

NOTE: This 'importation duty' is very important to remember as you read this proposal.  This means, for example, that a $15,000 machine purchased here in the states, will cost a Brazilian approximately $37,500 +/- plus shipping by the time he gets it to Brazil.  And the duty is payable on the spot.

** My brother-in-law, Dr. Aroldo Martins, bought his Harley at an auction when the U.S.Air Force sold all their equipment from the base in Natal.  I have to hand-carry his 'parts' to him.

The hotels or pousadas that we will use offer three star accommodation and have been chosen for their hospitality and ability to welcome guests at the end of a day's riding, with showers and comfortable rooms.

The route has been chosen to offer open touring roads designed for fast riding and winding country-lanes, that will both test your concentration. From the colonial culture and beauty of Bahia, to the sweeping mountains of Pernabuco, and then to the challenge of riding along some of the most beautiful beaches in the world, we aim to show you some of the best motorcycling Brazil has to offer.

Alternate trip - 10 Days 9 nights, will be offered, which will include runs into the mountains or Pernabuco and Paraíba.  It has been suggested that we offer this extended trip for $3,250.00 for a Sportster; $ 4,250 for a larger machine; passenger (companion) $900.00.

Groups are kept to kept at six bikes / twelve persons, plus the guide's bike and our simple route-finder system, navigation kits, and CB radios ensure that we all stay together.

Baggage will be moved each day by panel van, also equipped with a radio, to be at the hotel when the group arrives and there is plenty of time allocated to rest stops for refreshments, lunch, sightseeing and photographs. The van is also capable of carrying 'non-riding' passengers that wish to tag-along at the companion rate.

OK .. this part is understood .. now several pointed questions?

I like the idea of 'escorted' tours.   But I'm not too crazy about the idea of investing $100,000 + in some machines, and then send them away to South America.  What protection do I have?  And how will I receive my payment or part of this operation?
First, I am an American myself.   And I don't want to be fighting currency exchange problems either. I want US dollars in my account in Houston, Texas.  Although there has never been a problem, ever, in the past with Brazil, I want to 'hedge' against any possiblities.

All 'tours' will be sold and paid for in the United States, even those sold to Europeans.   30% deposit at the time of booking, and the balance no less that 30 days before the scheduled trip.  Non-refundable!  All clients will be given 'TRAVEL PROTECTION INSURANCE' at the time of booking as part of the trip cost.

In order to be covered under our agency  'Errors and Omissions'  insurance, the deposits and payments will be made out to Andetur Brazilian Travel Club (checks and money orders) and Credit Card payments will be made to Andetur's Lampaio Moto-Tours.  These payments are then sent to Andetur USA LLC in Denver, CO .. our 'host' agency.  All of our travel and and tour arrangements are handled by USA as our documentation agent.

There will be a 20% commission on all tours ... 15% payable to the 'selling agent', and 5% override for ABTC as administrator.

NOTE:  Andetur wholesales 'pacotes' to over 1,000 agents through the USA network.  A 'pacote' consists of the entire travel package .. including the airfare.

As you will be our 'partner' in this arrangement .. and if you sell a pacote to your friends, associates, or another dealer ... 1/2 of the 15% ( 7 ½ %) would go directly to you.

Once the trip is paid for, Andetur USA LLC. transfers the balance of the MOTO-TUR money, after paying the commissions, directly to an account stateside that 'YOU' will set up to handle this business.  MORE ON THIS LATER!  Right now, everything except the commissions is in your hands.


The 'bikes' will be insured!  'LOSS-PAYEE' - YOU!


So, bottom-line, you will be paying me my part to my account in Houston, after expenses.

3 - Smaller 'off road' bikes

One of the TRIUMPH TIGERS to be just like the above picture .. this will be my personal 'guide' bike.  Only myself, Dr. Aroldo - my brother-in-law, or another guide appointed by me will ride this machine.  I intend to personally conduct these tours until I qualify another guide that I can depend on.

Since the original plan below (which was to import the bikes), we have been offered a dealership for Triumph .. the idea now is to purchase the bikes in Brazil.

I left the original idea in this report for interest of our investors ....

 

1 Diesel King Cab or Crew Cab Pickup Truck for a chase vehicle and to transport a 'bike' if  there are problems.  Also with CB radio.  10-4   And tool boxes on the sides so that a bike can be secured in the bed. Heavy duty trailer hitch.

NOTE:  Although the main purpose of this vehicle is to support the motorcycle tour business, we may use it to also serve our vacation property maintainence business.

1 Trailer for transporting at least two, maybe three motorcycles.
Enough spare parts to service these machines for six (6) months.
One qualified 'mechanic' that might enjoy coming down to Brazil to live, or local Brazilian, to help with this tour operation.  .
Access by FAX or E~mail (or telephone) for immediate service parts at discount; accessories; motor-cycle clothing, etc.  In short .. we are going to have a garage (shop) to service our machines, outside machines, and sell accessories.
The 'rumors' that Harley-Davidson is or will be coming to Brazil (Sao Paulo) in the foreseeable future, is true.   We may also want to apply for a possible Harley dealership in the northeast.

Whew! .. your're not asking for much are you?

You mentioned above - 150% import duties.   How do you expect to handle that?
Hold on to your hat!  This is one of the most interesting angles of all! 

Note that the customs rule specifically says that this duty will apply 'TO MOTORCYCLES, CARS, BOATS, AND OTHER IMPORTS CONSIDERED LUXARY OR EXOTIC FOR PERSONAL USE BY A BRAZILIAN CITIZEN OR RESIDENT OF BRAZIL'.  This does not apply to 'A CITIZEN OR RESIDENT OF BRAZIL THAT IS RETURNING TO LIVE IN THE COUNTRY, WHO IS ALLOWED TO BRING PERSONAL PROPERTY OR CAPITOL EQUIPMENT TO BE APPLIED TO THE INCOME PRODUCING CAPABILITES OF AN EXISTING BRAZILIAN ENTITY, PROPERLY REGISTERED WITH THE AUTHORITY'. These will be duty free! There is another rule of interest, that I should bring up: 'CAPITOL EQUIPMENT OR INVESTMENT CAPITOL BROUGHT INTO THE COUNTRY AND INVESTED IN AN INDUSTRY CONSIDERED IMPORTANT TO THE BRAZILIAN ECONOMY, SHALL ENTITLE THE INVESTORS TO CERTAIN OTHER INCENTIVES UPON APPROVAL OF CDI/RN INCLUDING THE POSSIBLITY OF 'NO INCOME TAXES' ON THE OPERATION FOR A PERIOD OF UP TO 10 YEARS'.  

I worked for CDI/RN for 3 years .. from 1981-1984.  My 'job' was to encourage and approve such ventures.  The director of CDI/RN (Dr. Miguel) is the brother of my other brother-in-law Ferriera.

If we decide to import these bikes, we are not bringing them in for personal use, nor do we even believe that Brazilian 'Tourists' will have very much interest in our services or our prices.  Tourism, for the bringing in of 'tourist dollars' is considered as one of the highest incentive industries in the country.

Alright .. we beat the duty .. and may be TAX FREE ..

How do we get the 'bike's to Brazil if we decide to import?
WE'RE GOING TO RIDE THEM DOWN.   And we are going to advertise and have 'riders' pay us to do the trip.  At the same basic rates we will be doing the tours in Brazil.

greenball.gif (924 bytes)   We will follow the Pan-American highway to Panama.  Through Mexico, we will meet up with riders from the Mexican clubs that will ride with us as far south as they wish.

greenball.gif (924 bytes)   At PANAMA, I have to decide before hand which route to take. In any case, we have to get around, not through Columbia. There has been too much 'drug related' actions there lately.  My Brazilian associates have suggested that we take the 'ferry' to Maricabo, Venezuela, and follow the highway south into the Amazon.  My tour operators at Manaus have indicate that if we do this, they would throw in a 'jungle boat ride' .  My thought, however, is to stay on the west coast on into Peru.  In Peru, we will join with the local riders, and Inca-Tour, and ride into Mauchu Picchu and Cuzco.  After this, we would ride over the mountains on southward into Chili.  From Chili, Bolivia and Paraguay.

RULES OF THE IMPORTATION!  AND INVESTMENT TERMS.
Our original deal was to be made stateside.  The 'motorcyles' would be leased to Andetur Brazilian Travel Club for a period of three (3) years.  -  MINUMUM PERIOD ALLOWED UNDER THE IMPORTATION LAW.  AN ACTUAL PAYMENT PLAN WILL BE SETUP AND REPORTS WILL BE SENT TO BRAZIL MONTHLY REPORTING THE CREDIT TO THESE PAYMENTS.  IT IS NOT NECESSARY TO INFORM THE AUTHORITIES THERE THE ACTUAL TERMS AND ARRANGEMENTS OF OUR PRIVATE DEALS STATESIDE.  AS FAR AS THEY ARE CONCERNED, WE'VE LEASED THE BIKES, THAT'S IT.

At the end of the three (3) year lease, the bikes would have to be either paid off, or the balance applied to a partnership registered in Brazil.  Or the bikes sold, duty paid on that sale; or shipped back to the states.  The law is created to promote foriegn investment in Brazilian businesses.

Under the plan I have presented, the bikes, even if they happen to be 'new' when they leave the states .. they are 'used' when they get to Brazil .. some 8,000 - 10,000 miles later.
The mechanic I mentioned is a 'key' person.  And very important that he is a good technician, and has a good personality.  Please don't consider someone with a potential 'drug' problem.   Marijuana grows 'wild' all over the country side.  But the Federal Police of Brazil are not the least bit synpathic.  He will be offered a 'joint'  also almost everywhere he goes over the country side.  Caught with one 'joint' .. it's good for up to 7 years in the pen.  And he doesn't want to be in a Brazilian jail.   And he will receive absolutely no help from the U.S. Consul.  I don't need a missionary, but I sure don't need someone with an attitude.
Since the money will all be collected here, we will need a transfer of operational funds to Brazil everytime we get ready to make a tour.  I'll will explain that process later.  We use VIGO REMITTANCE in New York.  A transfer to their New York account arrives in our account in Brazil 48 business hours later.  Cost appox. $15.00 per transfer.
The papers on the bikes has to be clean.  The bike titles will remain here in the states.  They will show a registered mortgage to you.  We will have a copy of each bike title showing that mortgage, the registration, a lease to Andetur for three years with the terms stated above, a letter notarized and certified by the Brazilian consul that we are allowed to transport the bikes from the US to Brazil, to use them in the business of handling or operating 'escorted' tours, and that under no circumstance can they be sold without the express permission of the mortgage holder, not even for 'parts' in the case of an accident.  Once drafted, we will provide both a Portuguese and a Spanish copy of these letters.  We will need these also when applying for permits and visas during the initial trip.  We will have to apply for Brazilian registration, not title,   also when they arrive in Natal.  Just like if I buy a bike in California and move to Texas.
I can only get one other person into Brazil on a 'work' or resident permit, however, anyone concerned as an investor or representative of the investor can apply for and qualify for a multiple entry business visa good for five-years.  This means that it isn't necessary for you to apply each time as you have business interest down there.  You can write the trip off as a business expense, and I can get discounted (cost) tickets anytime you want to come down.
